Kofi Annan und Israel
Es ist noch gar nicht so lange her, dass man in
Deutschland ein gigantisches Fußballfest gefeiert hat. Stelle man sich nun
folgendes Szenario vor:
Auf dem Rasen stehen sich zwei Mannschaften gegenüber, die
unterschiedlicher nicht sein könnten. Die eine ackert und ackert, aber jedes
Mal wenn man dem gegnerischen Tor zu nahe kommt, ertönt der Pfiff des
Schiedsrichters oder einer der beiden Linienrichter wedelt aufgeregt mit seiner
Fahne. Es hagelt gelbe Karten und Platzverweise, für die es kaum eine
regelrechte Erklärung gibt. Selbst Einwürfe werden als „falsch“ gedeutet. Ein
Tor zu schießen ist schier unmöglich.
Nun zur Spielweise der anderen Mannschaft: deren Spieler
genießen schier Narrenfreiheit! Eine Schwalbe nach der anderen wird als Foul
der Gegner ausgelegt und selbst brutale Fouls werden „übersehen“. Plötzlich
bückt sich der Spieler mit der „10“, nimmt den Ball auf und legt ihn hinter den
verdutzten Torhüter. Der Pfiff ertönt und -
das Tor gilt! Der Trainer der anderen Mannschaft protestiert und wird
sofort auf die Tribüne verbannt. Trotz einiger Pfiffe von den Rängen reagiert
auch die FIFA nicht. Der Sieg ist amtlich und die Medaillen werden verteilt.
Sie werden jetzt sagen: „Solch ein Verhalten ist doch
nicht tragbar“, oder „Das gibt es doch
überhaupt nicht!“
Bezugnehmend auf die erste Äußerung können wir nur
zustimmen; die zweite jedoch ist nicht korrekt. Oh ja, das gibt es schon! Man
muss den beiden Mannschaften und dem parteiischen Unparteiischen nur Namen
geben.

Excellency,
I wish to draw your attention to a grave escalation of provocative
cross-border attacks by the terrorist organization Hizbullah, which pose an
imminent risk to the lives of civilians and the safety of communities in
northern Israel. Accompanied by ever more virulent and vehement threats of terror,
such attacks, point to a serious threat posed by Hizbullah, with the support of
Lebanon, Syria and Iran, to stability along the northern border.
This morning, 8 August 2003, Hizbullah terrorists opened a massive
artillery attack on northern Israel. During two hours of shelling, mortars,
missiles, Katyusha rockets and rounds from automatic weapons were fired across
the Blue Line from Lebanon. Shells hit communities in Rosh Hanikra, on the
northwest coast of Israel, and eastern positions in the Har Dov and Hermon
regions, causing significant structural damage, and traumatizing the local
residents. Shells also hit the towns of Masadeh and Majdal Shams, destroying
homes in the area.
On Sunday, 3 August 2003, Hizbullah terrorists fired missiles across the
Blue Line from Lebanon, injuring a civilian in the northern Israeli town of
Even Menahem. These missiles also caused serious structural damage to a
kindergarten and a home. All seven members of the resident family were treated
for shock. Missile salvos also landed on a number of communities in the Western
Galilee area of Israel. It is only by sheer luck, that the number of casualties
from these acts of aggression was not higher.
This latest escalation in Hizbullah attacks confirms that the terrorist
organization, and its sponsoring states, continue to seek to destabilize the
region, despite Israel's withdrawal from South Lebanon over three years ago, in
full and confirmed compliance with Security Council resolution 425 (1978). As
Israel has repeatedly indicated in letters to the Secretary-General, and in
meetings with UN officials, rather than agreeing to fulfill its obligations
under the norms of international law and the provisions of resolutions 425, 426
(1978), 1310 (2000), 1337 (2001) and 1373 (2001), which call for the
restoration of international peace and security, the return of the effective
authority of the Government of Lebanon in the south, and the prevention of
cross-border terrorist attacks, the Government of Lebanon has effectively
relinquished control of South Lebanon to the terrorist organization Hizbullah.
Hizbullah has proven itself, time and again, to be an enemy of peace,
supporting and perpetrating terrorist activities worldwide. The organization is
once again seeking to escalate tensions in the area of the Blue Line by
purposefully and systematically carrying out numerous unprovoked cross-border
attacks endangering both Israeli and Lebanese citizens, in clear violation of
the Blue Line as established by the United Nations.
These incidents follow a series of malicious and aggressive statements
issues by the leadership of Hizbullah, including Hassan Nasrallah in recent
weeks, inciting members of the organization to continue to perpetrate acts of
terror against Israelis. In a statement on 27 June 2003, Nasrallah advocates
tactics of blackmail to achieve his terrorist aims, warning that his group will
resume the capture of Israelis. "I pledge to work day and night to have in
[our] possession new Israeli captives," he added. This statement, together
with Hizbullah's continuing support and promotion of acts of global terrorism,
serves to illustrate the violent nature of Hizbullah, and its continuing threat
to the peace and security of the region.
The fact that this notorious terrorist organization, which brazenly
advocates suicide terrorism against Western targets, and possesses a
demonstrated record of terrorist activity, still enjoys public and express
support, including the provision of funding, training and military assistance
from the governments of Lebanon, Syria and Iran, cannot be tolerated by the
international community as it pursues its global campaign against terrorism.
The steadfast refusal to suppress Hizbullah, and ensure effective control of
the South as required by Security Council resolutions and international law, is
the cause of instability in the area, and risks a serious escalation of
tensions in South Lebanon and in the greater Middle East.
In light of this ongoing and grave failure, Israel has no option but to
take the necessary measures to protect its citizens, until Lebanon and Syria,
the power-broker and the occupying force in Lebanon, and paradoxically this
month's President of the Security Council, live up to their obligations as
responsible members of the international community. Israel once again calls on
the international community to expect no less than full compliance.
This letter is a follow-up to previous letters concerning the dangerous
situation in South Lebanon caused by the illegal attacks perpetrated by Hizbullah
across the Blue Line.
I should be grateful if you would arrange to have the text of this
letter circulated as an official document of the fifty-seventh session of the
General Assembly, under agenda items 160 and 36. I have forwarded an identical
letter to the Syrian Ambassador to the UN, in his capacity as President of the
Security Council.

einzuwirken, schaut Mr. Annan weg.
In den folgenden Jahren kommt es immer wieder zu
sporadischen Überfällen auf IDF-Posten, Raketenbeschüssen von israelischen
Ortschaften, Entführungen von israelischen Staatsbürgern

Terroristen und verurteilt jegliche Selbstverteidigungsaktion Israels als
unverhältnismäßig
Am 12. Juli 2006 wird eine IDF-Patrouille von auf
israelisches Staatsgebiet vorgedrungene Hisbollah-Terroristen überfallen
---> 8 Soldaten werden ermordet, 2 verschleppt.
Seit dem
12. Juli sterben 56 Israelis. Mehr als 1900 Katjuschas werden auf den Norden
Israels geschossen. 1733 Menschen werden verletzt,
Nach Angaben der Steuerbehörde wurden 5.500 Wohnungen und
Häuser, 30 Geschäfte und ca. 20 Fabriken in 60 Ortschaften im Norden des Landes
in den 19 Tagen durch den Raketenbeschuss beschädigt. Es wurden ca. 500 Klagen
wegen Schäden an Fahrzeugen und anderem Besitz, der sich nicht auf das
Wohnungen bezieht, eingereicht.
Aus den noch nicht endgültigen Angaben geht hervor, dass an
den Gebäuden Schaden in Höhe von mehr als eine Milliarde Shekel entstanden ist
und dass ca. 200 Wohnungen völlig zerstört wurden. Zudem wurden ca. 30
Geschäfte zerstört und 20 Fabriken beschädigt. Vier dieser Fabriken wurden
schwer beschädigt.
Der Wert des Eigentums, das in den meisten Wohnungen
beschädigt wurde, bewegt sich zwischen mehreren Tausend und 100.000 Shekel.
Die Stadtverwaltung Haifa teilte mit, dass die Bewohner
der Stadt seit Beginn des Krieges im Norden ca. 1.300 Klagen wegen Schäden an
Wohnungen und ca. 300 Klagen wegen Schäden an Fahrzeugen eingereicht haben.
In Kiryat Shmona wurden 435 Häuser von den Katjuschas
getroffen, 33 Autos brannten aus. Einige Bewohner wissen gar nicht, dass ihre
Häuser zerstört wurden. Außerdem wurden öffentliche Einrichtungen der Stadt
getroffen, wie eine Schule, Fabriken, ein Einkaufszentrum und Sendeanstalten.
In Zefat und Umgebung wurden neben Synagogen und Fabriken 361 Häuser und 26
Autos getroffen. In Hatzor traf es 40 Häuser.
In Carmiel wurden 16 Häuser getroffen, die nicht mehr bewohnbar sind. 450
weitere Häuser wurden teilweise beschädigt.
In Maalot wurden 15 Häuser schwer getroffen, 50 wurden teilweise beschädigt. In
Akko wurden 9 Häuser zerstört und 30 zum Teil beschädigt.
In Nahariya wurden 85 private Wohnungen und Häuser direkt von Raketen
getroffen, 215 wurden indirekt beschädigt. In Shlomi traf es keine Wohnhäuser,
jedoch Gebäude im Industriegebiet. (Yedioth Ahronoth, 1.8.)
Statt endlich gegen den
Katjuscha-Raketen-Beschuss israelischer Orte vorzugehen, hebt Mr. Annan nur
warnend den Zeigefinger in Richtung Israel und mahnt:
„Jude sei
fair!“
Ende Juli trifft die
israelische Armee einen UN-Beobachterposten, der von Hisbollah-Terroristen
als Schutzschild benutzt wird.
4 UN-Soldaten sterben.
Kofi Annan
verliert die Kontenance.
Israel wird zum
Kriegsverbrecher!
Hisbollah-Terroristen werden nur
halbherzig ermahnt.
Es fällt kein Wort über die verbrecherische Strategie, Zivilisten und sogar UN-Beobachter als menschliche Schutzschilde zu benutzen, nur um die Welt/UN gegen Israel aufzuwiegeln.
Ist Kofi Annan wirklich der richtige Mann an dieser
Position?
